  • RECOMMENDATION:

MAYOR SIMON YU
  • RECOMMENDATION:

    That Council APPROVES:

    1. the proposed changes to the Memorandum of Understanding on Regional Advocacy; and 
    2. the Mayor signing the updated MOU on behalf of Council as detailed in the report dated October 17, 2025, from Mayor Yu, titled, “Updates to the MOU on Regional Advocacy”.
COUNCILLOR CORI RAMSAY AND COUNCILLOR BRIAN SKAKUN
  • RECOMMENDATION:

    That Council REFERS the Purchasing Bylaw No. No. 8841, 2017, revised February 27, 2023 to administration to bring back options to update section 5.3 to better articulate the following:

    1. Selection of non-profit entities for disposition of assets including selection criteria and transparency around disposal of city assets;
    2. Provisions for disposal of assets with historical or cultural significance that includes councils review; and,
    3. Clarity around 5.3 (a) (iii) to better help the public identify what 'formal' and 'informal' process are being referred to.
SELECT COMMITTEE ON CITIZEN RECOGNITION PROGRAM - COUNCILLOR SUSAN SCOTT, CHAIR
  • RECOMMENDATION #1:

    That Council APPROVES the following documents as attached to the report dated October 23, 2025 from the Select Committee on Citizen Recognition Program titled “Proposed Draft Citizen Recognition Program”:

    1. the Program Framework;
    2. the Prince George Medal of Excellence and Good Citizenship Nomination Form;
    3. the Prince George Medal of Excellence and Good Citizenship Selection Criteria and Exclusions; and
    4. the Prince George Medal of Excellence and Good Citizenship Terms of Reference.
  • RECOMMENDATION #2

    That Council AUTHORIZES an allocation of $5000 from 2025 Council Contingency fund to support program implementation.

  • RECOMMENDATION #3:

    That Council DIRECTS Administration to include an annual contribution of $10,000 in the 2026 Budget as a tax-levy-funded item to support the ongoing operation of the program.

  • RECOMMENDATION #4:

    That Council DISSOLVES the “Select Committee on Citizen Recognition Program” as it has fulfilled the mandate set out in its Terms of Reference.

    1. Vary Section 5.4.1 a) to allow a Home Business 2 to be located within the existing 34 m2 accessory structure as shown on Exhibit “A”;
    2. Vary Section 5.4.1 b) to permit the storage, display or sale of materials or goods related to the home business 2 to be located entirely within the 34 m2 accessory structure as shown on Exhibit “A”; and
    3. The variance applies only to the accessory structure at the location as shown on Exhibit “A”.

  • RECOMMENDATION:

    That Council:

    1. APPROVES the City submitting a grant application to the Union of British Columbia (UBCM) Community Emergency Preparedness Fund –Emergency Support Services (ESS) in the amount of thirty thousand dollars ($30,000) to support the ESS training plan for 2026/2027 and purchase additional equipment to support ESS responses within the municipality;  and
    2. AUTHORIZES the City’s Financial Officer and Director of Administrative Services to sign the grant application and subsequent contract documents should grant approval be received.

  • RECOMMENDATION:

    That Council APPROVES the Budget Amendment Form attached to the report dated October 24, 2025 from the Director of Finance and IT Services titled “2025 Q3 Delegated Authority Report.”

MANAGER OF LEGISLATIVE SERVICES/CORPORATE OFFICER- ETHAN ANDERSON
  • RECOMMENDATION:

    That Council NOMINATES and APPOINTS one of its members to serve on the Prince George Public Library Board for a one-year term beginning December 1, 2025 and ending November 30, 2026.

  • RECOMMENDATION:

    That Council APPROVES the Committee of the Whole recommendations made at the October 14, 2025 Committee of the Whole Meeting, as attached to the report dated October 20, 2025 from the Manager of Legislative Services/Corporate Officer titled “Committee of the Whole Decisions – October 14, 2025”.
