    That the agenda for the regular meeting of Council scheduled for May 27, 2024, BE ADOPTED.

  • RECOMMENDATION:

    That the minutes of the regular Council meeting held May 6, 2024, BE ADOPTED as read on this day and that such minutes as read set out all of the business before Council at that meeting and fully and properly record all of the resolutions passed by Council at that meeting.

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated May 6, 2024 from Mayor Simon Yu titled "M4 2024 (April) Mayor Expense Summary."

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated May 13, 2024, from the Director of Planning and Development, titled “Monthly Building Permit and Development Permit Summary (April 2024)”.

MAYOR SIMON YU
  • RECOMMENDATION 1:

    That Council RECEIVES FOR INFORMATION the report dated May 16, 2024, from Mayor Yu titled, “Rural and Northern Immigration Pilot”. 

  • RECOMMENDATION 2:

    That Council AUTHORIZES the Office of the Mayor to write to the Minister of Immigration, Refugees and Citizenship requesting that the City of Prince George be added to future rounds of the Rural and Northern Immigration Pilot program should any take place. 

COUNCILLOR SKAKUN AND COUNCILLOR KLASSEN
  • RECOMMENDATION:

    As Council desires to be transparent and accountable for our bylaws, we need to ensure they are effective and accomplishing the desired effect, and whereas the Nuisance Abatement and Cost Recovery Bylaw #8940 has been in effect since 2018, Council requests a report outlining the effectiveness and utility of the bylaw:

    1. Council requests staff return with a report detailing the current policy and procedures for this bylaw.
    2. Council requests a report on the effectiveness of the use of the bylaw as an educational tool.
    3. Council requests a report on the number of instances this bylaw has been used to recover costs, including the total amount collected.
CITY MANAGER - WALTER BABICZ
  • RECOMMENDATION:

    That Council APPROVES the use of the process under section 213 of the Community Charter for the renewal of the Downtown Business Improvement Area Bylaw No. 8929, 2018, and authorizes administration to communicate the intent to use the section 213 process to the Prince George Downtown Business Improvement Association (Downtown Prince George). 

  • RECOMMENDATION:

    That Council APPROVES the draft Terms of Reference for the Advisory Committee on Bear Awareness as attached to the report dated May 16, 2024 from the Manager of Legislative Services titled “Advisory Committee on Bear Awareness – Terms of Reference.” 

DIRECTOR OF CIVIC OPERATIONS - BLAKE MCINTOSH
  • RECOMMENDATION:

    That Council APPROVES the City of Prince George applying for the Outdoor Recreation Fund of BC, as described in the report dated May 27, 2024, from the Director of Civic Operations, titled "Park Grant Application - Outdoor Recreation Fund of BC"; and, if any of the applications are successful, AUTHORIZES the Director of Civic Operations to sign the associated funding agreement(s).

DIRECTOR OF CIVIC FACILITIES AND EVENTS - ANDY BEESLEY
  • RECOMMENDATION:

    That Council GIVES THREE READINGS to Fees and Charges Bylaw No. 7557, 2004, Amendment Bylaw No. 9472, 2024.

  • RECOMMENDATION:

    That Council APPROVES increasing the budget for Project # 3351 – Playhouse Rigging Replacement from $271,500 to $356,500 with the additional $85,000 to be funded by the Canada Community-Building Fund reserve for $68,000 and the General Infrastructure Reinvestment Fund Reserve for $17,000, as described in the report to council dated May 15, 2024 from the Director of Civic Facilities & Events, titled “Prince George Playhouse Theatrical Rigging Upgrade – Project Update”. 

ACTING DIRECTOR OF ADMINISTRATIVE SERVICES - ERIC DEPENAU
  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated May 15, 2024, from the Acting Director of Administrative Services titled “Provincial Open Burning Categories and PG Fire Rescue Local Response”.

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated May 15, 2024, from the Acting Director Administrative Services titled “PG Fire Services Response Levels.”

  • RECOMMENDATION:

    That Council AGREES to be a community partner to the SFU Environment and Infrastructure Wildfire Risk Assessment (EIWA) project as outlined in the report dated May 17, 2024, titled “Simon Fraser University – Wildfire Study”, and that Council supply a support letter to this effect substantially in the form of the draft letter attached to the report.

    1. Vary Section 10.2.5. 7. by decreasing the minimum rear yard setback for the principal development from 6.0 m to 2.4 m, as shown on Exhibit “A” to VP100666.

    That Council RECEIVES FOR INFORMATION the Certificate of Insufficiency attached as Appendix “A” to the report dated May 14, 2024 from the Manager of Legislative Services/Corporate Officer titled “Results of Alternative Approval Process for Equipment Financing Bylaw No. 9451, 2024 and Stormwater System Renewal Loan Authorization Bylaw No. 9452, 2024.”

    That Council GRANTS FINAL READING AND ADOPTION to "City of Prince George Equipment Financing Bylaw No. 9451, 2024."

  • RECOMMENDATION:

    That Council GRANTS FINAL READING AND ADOPTION to "Stormwater System Renewal Loan Authorization Bylaw No. 9452, 2024."

  • RECOMMENDATION:

    That Council GRANTS FINAL READING AND ADOPTION to "City of Prince George Transit Service Annual Operating Agreement 2024-2025 Authorization Bylaw No. 9469, 2024".
