    That the agenda for the regular meeting of Council scheduled for June 14, 2021, BE ADOPTED.

ACTING CITY MANAGER - WALTER BABICZ

In Attendance via Zoom: Kevin Pettersen, Director of Competitions, Caledonia Nordic Ski Club

  • RECOMMENDATION:

    THAT Council CONSIDERS the request from the Caledonia Nordic Ski Club to provide financial support of up to $250,000 towards hosting the 2024 Para Biathlon World Championships and World Para Nordic Skiing World Cup Finals to be funded from the Major Events Reserve to the extent possible and otherwise from the general tax levy, and subject to the Club entering into a Sponsorship Agreement with the City on terms and conditions satisfactory to Administration.

  • RECOMMENDATION:

    That Council AUTHORIZES Administration to prepare an application to the Province in conjunction with the Tourism Prince George Society for the renewal of the three percent (3%) Municipal and Regional District Tax for an additional five year period effective July 1, 2022 to July 1, 2027, for the purposes of delivering tourism marketing and development services in the City of Prince George.

Consideration of Final Reading and Adoption of City of Prince George Equipment Financing Bylaw No. 9199, 2021 is scheduled at agenda item F.1.

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the Certificate of Insufficiency attached as Appendix “A” to the report dated June 2, 2021 from the Acting City Manager, titled “Results of Alternative Approval Process for Bylaw No. 9199, 2021.”

  • RECOMMENDATION:

    That Council APPROVES up to $200,000 for in-kind costs associated with hosting the 2022 Women’s World Curling Championships to be funded from the Major Events Reserve.

City of Prince George Bylaw Notice Enforcement Bylaw No. 8813, 2016, Amendment Bylaw No. 9210, 2021

City of Prince George Parks and Open Space Bylaw No. 7370, 2002, Amendment Bylaw No. 9211, 2021

  • RECOMMENDATION:

    That Council:

    1. GIVES FIRST THREE READINGS to “City of Prince George Safe Streets Bylaw No. 9209, 2021”;
    2. GIVES FIRST THREE READINGS to “City of Prince George Bylaw Notice Enforcement Bylaw No. 8813, 2016, Amendment Bylaw No. 9210, 2021”; and
    3. ENDORSES, in principle, the draft “City of Prince George Parks and Open Space Bylaw No. 7370, 2002, Amendment Bylaw No. 9211, 2021” to be completed and returned for Council’s consideration of first three readings at the June 28, 2021 regular council meeting.
  • RECOMMENDATION:

    That Council AUTHORIZES the Acting City Manager to sign the Animal Pound Operation & Maintenance Agreement with The British Columbia Society for the Prevention of Cruelty to Animals (SPCA) and its North Cariboo Branch, in the form attached to the staff report to Council dated June 7, 2021, from the Director, Community Services and Public Safety, titled “Five-Year Contract Renewal with the SPCA.”

ACTING DIRECTOR OF CIVIC OPERATIONS - BLAKE MCINTOSH
  • RECOMMENDATION:

    That Council:

    1. RECEIVES for information the report dated June 4, 2021 from the Acting Director of Civic Operations titled “Prince George Playhouse Building Envelope Repair and Rigging Upgrade”.
    2. APPROVES that the temporary repair of the Prince George Playhouse existing façade failure be added to the 2021 – 2025 Capital Financial Plan with a budget of $140,000 to be funded by the Community Works Fund.
    3. APPROVES that the upgrades to the theatrical rigging components in the Prince George Playhouse to current safety standards be added to the 2021 – 2025 Capital Financial Plan with a budget of $271,500 to be funded by the Community Works Fund.

  • RECOMMENDATION:

    That Council GIVES FIRST THREE READINGS to “City of Prince George Transit Service Annual Operating Agreement 2021/2022 Authorization Bylaw No. 9208, 2021.”

  • RECOMMENDATION:

    That Council:

    2. APPROVES, subject to adoption of proposed Bylaw No. 9212, 2021, the transfer of any surplus in transit operating expenditures for the 2021 calendar year into the Transit Operating Reserve Fund.

  • RECOMMENDATION:

    That Council:

    1. GIVES FIRST READING to “City of Prince George Official Community Plan Bylaw No. 8383, 2011, Amendment Bylaw No. 9178, 2021”;
    2. CONSIDERS “City of Prince George Official Community Plan Bylaw No. 8383, 2011, Amendment Bylaw No. 9178, 2021”, in conjunction with the current Financial Plan and confirm there are no issues;
    3. CONSIDERS “City of Prince George Official Community Plan Bylaw No. 8383, 2011, Amendment Bylaw No. 9178, 2021”, in conjunction with the current Regional District of Fraser Fort-George Solid Waste Management Plan and confirm there are no issues;
