  • RECOMMENDATION:

    That the agenda for the regular meeting of Council scheduled for May 6th, 2024, BE ADOPTED.

  • RECOMMENDATION:

    That the minutes of the regular Council meeting held April 22, 2024, BE ADOPTED as read on this day and that such minutes as read set out all of the business before Council at that meeting and fully and properly record all of the resolutions passed by Council at that meeting.

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated April 16, 2024 from Mayor Simon Yu titled “Q1 2024 (January to March) Council Expense Summary.”

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the committee members on the Standing Committee on Public Safety on the report dated April 30, 2024 from Mayor Simon Yu.

COUNCILLOR KYLE SAMPSON, SUPPORTED COUNCILLORS SCOTT AND POLILLO
  • RECOMMENDATION:

    1. That Council directs Administration to return to Council a report outlining immediate opportunities and considerations for bear proofing our community for the purpose of public safety, and bear safety, including;


    a. Options for Council to consider with respect to converting public garbage cans at bus stops, parks, as well as other community garbage cans to a bear proof/resistant model, prioritizing in areas that have the highest rates of bear sightings/interactions.


    b. Options for a reduction in fruit-bearing (no pun intended) trees on City property to reduce bear attractants on public lands, prioritizing in areas that have the highest rates of bear sightings/interactions.


    2. That Council directs Administration to draft a term of reference for a 3-month, limited duration ‘Bear Aware Advisory Committee’, with the intent that the committee will engage in research and return to Council at the conclusion of their mandate with a report offering recommendations for increased bear-proofing and bear attractant reduction efforts throughout our community for both the purpose of public safety, and bear safety.


    a. The committee should consider items such as, but not limited to:


    i. A residential bear proof/resistant garbage can, with various roll-out options such as a city-wide roll-out, an opt-in style program where residents can purchase a bear-proof can, or other potential options.


    ii. Residential fruit trees management/mitigation/removal incentive program.

  • RECOMMENDATION:

    THAT Council RECEIVES FOR INFORMATION the report dated May 1, 2024 from the Chair of the Standing Committee on Intergovernmental Affairs, titled “Provincial Advocacy Delegation”. 

K. DALIO, DIRECTOR OF FINANCE AND E. ANDERSON, MANAGER OF LEGISLATIVE SERVICES
  • RECOMMENDATION:

    THAT Council:

    1.    GIVES FIRST THREE READINGS to Prince George Aquatic Centre Mechanical and Building Update Phases 1a, 1b, 2, 3 and 4 Loan Authorization Bylaw No. 9468, 2024.

    2.    Subject to obtaining statutory approval from the Inspector of Municipalities for Prince George Aquatic Centre Mechanical and Building Envelope Update Phases 1a, 1b, 2, 3 and 4 Loan Authorization Bylaw No. 9468, 2024, an alternative approval process in accordance with section 86 of the Community Charter be used for the purpose of seeking approval of the electors in relation to Prince George Aquatic Centre Mechanical and Building Envelope Update Phases 1a, 1b, 2, 3 and 4 Loan Authorization Bylaw No. 9468, 2024.

    3.    AUTHORIZES the Elector Response Form for Prince George Aquatic Centre Mechanical and Building Envelope Update Phases 1a, 1b, 2, 3 and 4 Loan Authorization Bylaw No. 9468, 2024 as attached to the report dated April 23, 2024 from the Director Finance and IT Services and Manager of Legislative Services titled “Prince George Aquatic Centre Loan Authorization Bylaw and Approval of the Electors’ Options.” 

    4.    ESTABLISHES the deadline of 5:00 p.m. on Friday, August 9, 2024 for receiving Elector Response Forms for the alternative approval processes for Bylaw 9468, 2024.

    5.    APPROVES the determination of the total number of electors of the area to which the alternative approval process applies for Bylaw 9468, 2024 as 55,126 electors, on the basis described in the report dated April 23, 2024 from the Director Finance and IT Services and Manager of Legislative Services titled “Prince George Aquatic Centre Loan Authorization Bylaw and Approval of the Electors’ Options.”

    6.    DIRECTS the Corporate Officer to report the results of the alternative approval process for Bylaw 9468, 2024 and if approval of the electors has been obtained, to return Bylaw 9468, 2024 for Council’s consideration of final reading and adoption.

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION The report dated April 15, 2024, from the Acting Director of Administration titled, City Brand Project.

  • RECOMMENDATION:

    That Council APPROVES the “Structure Protection Unit Project” detailed in the report dated April 29, 2024, from the Acting Director of Administrative Services titled “Structure Protection Unit Purchase” be added to the Financial Plan with a budget of $180,000 to be funded from 3rd Party Funding.

  • RECOMMENDATION:

    That Council DIRECT administration to carry out enhanced patrols as described in the report from the Acting Director of Administrative Services titled 'Enhance Patrols', dated May 2, 2024.
