  • RECOMMENDATION:

    That the agenda for the regular meeting of Council scheduled for December 4, 2023, BE ADOPTED.

  • RECOMMENDATION:

    That the minutes of the regular Council meeting held November 20, 2023, BE ADOPTED as read on this day and that such minutes as read set out all of the business before Council at that meeting and fully and properly record all of the resolutions passed by Council at that meeting.

  • RECOMMENDATION:

    That Council DIRECTS staff to seek feedback from our tourism and housing sectors to prepare options for response, including the option to "Opt-Out" of the provincial Short-Term Accommodation Act so as to be prepared to respond as soon as the option to do so becomes available.

City of Prince George Code of Conduct Bylaw No. 9439, 2023

  • RECOMMENDATION:

    That Council GIVES FIRST THREE READINGS of "City of Prince George Code of Conduct Bylaw No. 9439, 2023."

DIRECTOR OF CIVIC FACILITIES AND EVENTS - ANDY BEESLEY
  • RECOMMENDATION:

    That Council APPROVES Administration providing a letter of support for the Interior Universities Research Coalition’s grant application to the Social Sciences and Humanities Research Council (SSHRC), as described in the report dated November 21, 2023 from the Director of Civic Facilities & Events titled “IURC Request for Letter of Support”.

  • RECOMMENDATION:

    That Council APPROVES the draft Terms of Reference for the Advisory Committee on Accessibility and Inclusion as attached to the report dated November 9, 2023, from the Director of Civic Facilities & Events titled “Advisory Committee on Accessibility and Inclusion – Terms of Reference Update.”

DIRECTOR OF PLANNING AND DEVELOPMENT - DEANNA WASNIK
  • RECOMMENDATION:

    That Council SUPPORTS Administration’s application to Northern Development Initiative Trust for a grant of up to $20,000 for the 2024 Prince George Business Façade Improvement program from the Prince George Regional Development Account and AUTHORIZES the Director of Planning and Development to sign any necessary funding agreements.

City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 9433, 2023

  • RECOMMENDATION #1:

    That Council GIVES FIRST AND SECOND READING to “City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 9433, 2023."

  • RECOMMENDATION #2:

    That Council PERMITS that consideration of Final Reading for proposed Bylaw No. 9433 BE WITHHELD until the following requirements have been met to the satisfaction of Administration:

    1. Registration of Section 219 Covenant on the legal title of Lot 75, District Lot 1599, Cariboo District, Plan 14373 that restricts symmetrical facades for two-unit housing.

    In addition, any recommendations presented in the preceding items must be addressed to the satisfaction of the Director of Planning and Development.

  • RECOMMENDATION #1:

    That Council APPROVES borrowing from the Municipal Finance Authority of British Columbia, as part of their 2024 spring issue $3,615,400 as authorized through “Civic Facility Roofs Replacements 2019 - 2022 Loan Authorization Bylaw No. 9009, 2019” and that the Regional District of Fraser-Fort George be requested to consent to the borrowing over a twenty (20) year term and include the borrowing in its security issuing bylaw. 

  • RECOMMENDATION #2:

    That Council APPROVES borrowing from the Municipal Finance Authority of British Columbia, as part of their 2024 spring issue $129,700 under the “AQC – Swim Meet Equipment Renewal” project as authorized through “Aquatic Centre Renewal and Upgrade Loan Authorization Bylaw No. 9010, 2019” and that the Regional District of Fraser-Fort George be requested to consent to the borrowing over a twenty (20) year term and include the borrowing in its security issuing bylaw.

  • RECOMMENDATION #3:

    That Council APPROVES borrowing from the Municipal Finance Authority of British Columbia, as part of their 2024 spring issue $83,300 under the “AQC – Building Envelope Upgrade” project as authorized through “Aquatic Centre Renewal and Upgrade Loan Authorization Bylaw No. 9010, 2019” and that the Regional District of Fraser-Fort George be requested to consent to the borrowing over a twenty (20) year term and include the borrowing in its security issuing bylaw.

  • RECOMMENDATION #4:

    That Council APPROVES borrowing from the Municipal Finance Authority of British Columbia, as part of their 2024 spring issue $573,300 under the “AQ – Building Components Renewal” as authorized through “Aquatic Centre Renewal and Upgrade Loan Authorization Bylaw No. 9010, 2019” and that the Regional District of Fraser-Fort George be requested to consent to the borrowing over a twenty (20) year term and include the borrowing in its security issuing bylaw.

  • RECOMMENDATION #5:

    That Council APPROVES borrowing from the Municipal Finance Authority of British Columbia, as part of their 2024 spring issue $922,100 as authorized through “Critical Street Light and Traffic Signal Replacement Loan Authorization Bylaw No. 9017, 2019” and that the Regional District of Fraser-Fort George be requested to consent to the borrowing over a twenty (20) year term and include the borrowing in its security issuing bylaw.

  • RECOMMENDATION #6:

    That Council APPROVES the reduction of authorized debt liability under the “Aquatic Centre Parking Lot” project as authorized through “Aquatic Centre Renewal and Upgrade Loan Authorization Bylaw No. 9010, 2019” by $100,000.
