  • RECOMMENDATION:

    That the agenda for the regular meeting of Council scheduled for September 17, 2025, BE ADOPTED.

  • RECOMMENDATION:

    That the minutes of the regular Council meeting held September 3, 2025, BE ADOPTED as read on this day and that such minutes as read set out all of the business before Council at that meeting and fully and properly record all of the resolutions passed by Council at that meeting.

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated September 5, 2025, from the Director of Planning and Development, titled “Monthly Building Permit and Development Permit Summary (August 2025)”.

COUNCILLOR RON POLILLO AND COUNCILLOR CORI RAMSAY
  • RECOMMENDATION:

    That Council:

    1. DIRECTS staff to work with Tourism Prince George, Downtown Business Improvement Association, Prince George Youth Soccer, and Prince George Soccer Association to plan and execute a FIFA World Cup community outdoor watch parties at Canada Games Plaza in June and July of 2026; and
    2. DIRECTS staff to return a future report with an event budget for approval.
SELECT COMMITTEE ON CITIZEN RECOGNITION PROGRAM - COUNCILLOR SUSAN SCOTT, CHAIR
  • RECOMMENDATION:

    That Council APPROVES the amendment to the Terms of Reference of the Select Committee on Citizen Recognition Program as outlined in the report dated September 7, 2025 from the Select Committee on Citizen Recognition Program titled “Proposed Terms of Reference Amendment for the Select Committee on Citizen Recognition Program”.

City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 9568, 2025

  • RECOMMENDATION:

    That Council GIVES FIRST THREE READINGS of “City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 9568, 2025”.

  • RECOMMENDATION #1:

    That Council APPROVES that Administration complete the application process for grant funding under the Community Resiliency Investment Program – 2025 FireSmart Community Funding & Supports, which is administered by the Union of BC Municipalities, to complete FireSmart activities and a Fuel Management Treatment; and AUTHORIZES the City’s Financial Officer, Director of Administrative Services, and Director of Planning and Development to sign grant application documents and any contract documents should grant approval be received.

  • RECOMMENDATION #2:

    That Council APPROVES expenditures of $80,000 from the City’s Climate Action Reserve Fund to fund the remainder of fire resiliency activities above the UBCM Community Resiliency Investment Grant maximum as described in the report dated August 22, 2025, from the Director of Planning and Development titled “Union of BC Municipalities Community Resiliency Investment Grant Application for Prince George Wildfire Mitigation Actions 2025”.

  • RECOMMENDATION #3:

    That Council SUPPORTS proposed wildfire resiliency activities; and AUTHORIZES Planning and Development and Emergency Programs to provide overall grant management. 

  • RECOMMENDATION #1:

    That Council APPROVES that Administration complete the application process for grant funding under UBCM’s Strategic Priorities Fund Capacity Building Stream for the creation of a Civic Facilities Master Plan; and AUTHORIZES the City’s Financial Officer and Director of Civic Facilities & Events to sign grant application documents and any contract documents should grant approval be received.

  • RECOMMENDATION #2:

    That Council SUPPORTS the proposed Civic Facilities Master Plan; and AUTHORIZES the Asset Management Division to provide overall grant management. 

DIRECTOR OF CIVIC OPERATIONS - BLAKE MCINTOSH
  • RECOMMENDATION:

    That Council CONSIDERS the options presented in the report dated August 25, 2025 from the Director of Civic Operations titled “Little Prince Train” in regard to a long-term operating agreement of the Little Prince and construction of a train storage shelter. 

  • RECOMMENDATION #1:

    That Council CONSENTS to the Province of British Columbia’s Electric Kick Scooter Pilot Project taking place within the City of Prince George, and DIRECTS Administration to communicate the decision to the Ministry of Transportation and Transit.

  • RECOMMENDATION #2:

    That Council DIRECTS Administration to prepare bylaw amendments to "Highways Bylaw No. 8065, 2008" by adding the definition of "E-Scooter" to accommodate the Province of British Columbia's Kick Scooter Pilot Project.

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated September 7, 2025 from the Director of Civic Facilities and Events, titled “Access to Public Washrooms in Downtown Prince George”.

DIRECTOR OF ADMINISTRATIVE SERVICES - ERIC DEPENAU
  • RECOMMENDATION #1:

    That Council RECEIVES FOR INFORMATION the report dated September 10, 2025 from the Director of Administrative Services, titled “Parking Study Recommendation Implementation”.

  • RECOMMENDATION #2:

    That Council DIRECTS staff move forward with recommendations #4a and #14a, regarding physical pay stations, as outlined in the report dated September 10, 2025 from the Director of Administrative Services, titled, “Parking Study Recommendation Implementation”.

  • RECOMMENDATION #3:

    That Council DIRECTS staff to harmonize the number of hours of free parking in the downtown and hospital zones at _[two or three]_ hours, as outlined in the report dated September 10, 2025 from the Director of Administrative Services, titled, “Parking Study Recommendation Implementation”.

  • RECOMMENDATION #4:

    That Council DIRECTS staff to review and update the Parking By-law (No. 6056, 1993) as outlined in the report dated September 10, 2025 from the Director of Administrative Services, titled, “Parking Study Recommendation Implementation”.

  • RECOMMENDATION #5:

    That Council DIRECTS staff to explore a visitor parking pass program as outlined in the report dated September 10, 2025 from the Director of Administrative Services, titled, “Parking Study Recommendation Implementation”.
