  • RECOMMENDATION:

    That the agenda for the regular meeting of Council scheduled for September 9, 2024, BE ADOPTED.

  • RECOMMENDATION:

    That the minutes of the regular Council meeting held August 19, 2024, BE ADOPTED as read on this day and that such minutes as read set out all of the business before Council at that meeting and fully and properly record all of the resolutions passed by Council at that meeting.

STANDING COMMITTEE ON FINANCE AND AUDIT - CHAIR COUNCILLOR CORI RAMSAY
  • RECOMMENDATION:

    That Council APPROVES hosting an in-person public consultation session in the Fall of 2024 at the Prince George Conference and Civic Centre, to form part of the 2025 Budget Community Engagement.

DIRECTOR OF ADMINISTRATIVE SERVICES - ERIC DEPENAU
  • RECOMMENDATION #1:

    That Council APPROVES Administration to provide a letter of support and receive funding from the Ministry of Public Safety and Solicitor General to reinvigorate the Prince George Situation (SPIRIT) Table as described in the report dated September 4, 2024 from the Director of Administrative Services, titled  “Prince George Situation (SPIRIT) Table Reinvigoration”.

  • RECOMMENDATION #2:

    That Council APPROVES Administration to enter into an agreement related to this funding substantially in the form of the agreement attached to the report dated September 4, 2024 from the Director of Administrative Services, titled  “Prince George Situation (SPIRIT) Table Reinvigoration” conditional on privacy impact assessment being conducted to the satisfaction of the City of Prince George Privacy Officer, and authorizes the Director of Administrative Services to sign the conditionally approved agreement and any other related agreements required to secure funding on behalf of the City. 

DIRECTOR OF CIVIC FACILITIES AND EVENTS - ANDY BEESLEY
  • RECOMMENDATION:

    That Council APPROVES increasing the additional scope and budget to the Financial Plan for Project #3368 Kin Centre Refrigeration Upgrades/Heat Recovery from $4,445,000 to $4,695,000 with the additional $250,000 to be funded from the BC Hydro CleanBC Incentive, as described in the report to Council dated August 19, 2024 from the Director of Civic Facilities and Events, titled “Kin Refrigeration and Heat Recovery Budget Amendment”.

DIRECTOR OF CIVIC OPERATIONS - BLAKE MCINTOSH
  • RECOMMENDATION:

    That Council APPROVES the "Ferguson Lake Road - Washout Repair Project" detailed in the report dated July 30, 2024 from the Director of Civic Operations titled "Ferguson Lake Road - Washout Repair" be added to the Financial Plan with a budget of $430,000 to be funded by the Capital Expenditure Reserve Fund.

DIRECTOR OF PLANNING AND DEVELOPMENT - DEANNA WASNIK
  • RECOMMENDATION #1:

    That Council SUPPORTS Administration’s application to Canada Mortgage and Housing Corporation’s Housing Accelerator Fund Round 2.

  • RECOMMENDATION #2:

    That Council APPROVES the required Action Plan, as detailed within the report dated August 26, 2024 from the Director of Planning and Development, titled “Support for Application to Housing Accelerator Fund Round 2”.

  • RECOMMENDATION #3:

    That Council AUTHORIZES the Director of Planning and Development and the Director of Finance and IT Services to sign any necessary funding agreements and attestations.

  • RECOMMENDATION #2:

    That Council PERMITS that consideration of Final Reading of proposed Bylaw No. 9476, 2024 BE WITHHELD until the following requirements have been met to the satisfaction of Administration:

    1. Receipt of a Traffic Impact Study; and
    2. Receipt of a Servicing Brief.

    In addition, any recommendations presented in the preceding items must be addressed to the satisfaction of the Director of Planning and Development.
