  • RECOMMENDATION:

    That the agenda for the regular meeting of Council scheduled for June 12, 2024, BE ADOPTED.

  • RECOMMENDATION:

    That the minutes of the regular Council meeting held May 27, 2024, BE ADOPTED as read on this day and that such minutes as read set out all of the business before Council at that meeting and fully and properly record all of the resolutions passed by Council at that meeting.

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated May 30, 2024 from the Standing Committee on Finance and Audit titled "May 29, 2024 Standing Committee on Finance and Audit Agenda".

COUNCILLOR KYLE SAMPSON
  • RECOMMENDATION #1:

    That Council DIRECTS Administration to undergo a full review of the Downtown C1 zone, and Hospital area parking model within the Parking and Traffic Bylaw #6056, with the intent of modernizing it, and shifting to a mixed model of free/pay parking that will provide a better service for the customer, continue to encourage folks to visit downtown businesses, and make parking accessible. And, that Administration will return a report with the reviews recommendations to Council to revamp the parking bylaw with enough time to rollout the changes in Q3 2025. It is intended that the review include consultation with stakeholders.

  • RECOMMENDATION #2:

    That Council DIRECTS Administration to return to Council as soon as practicable with recommendations for amendment to alleviate pressures surrounding on-street parking at the hospital due to current and ongoing construction projects, which have impacted parking for healthcare providers, and patients. That these recommendations for Council’s consideration are intended to provide immediate relief on these pressures, while the overall full review of the Parking and Traffic Bylaw #6056 is being undertaken.

STANDING COMMITTEE ON INTERGOVERNMENTAL AFFAIRS - COUNCILLOR GARTH FRIZZELL, CHAIR
  • RECOMMENDATION #1:

    That Council RECEIVES FOR INFORMATION the report dated June 4, 2024 from the Standing Committee on Intergovernmental Affairs, titled “Tax Sale Mandated Procedural Changes 2024”.

  • RECOMMENDATION #2:

    That Council DIRECTS administration to send a letter to the Ministry of Municipal Affairs to raise concerns regarding the challenges faced by the City in implementing the proposed changes to the municipal tax sale, substantially similar to the draft letter attached to the report dated June 4, 2024 from the Standing Committee on Intergovernmental Affairs, titled “Tax Sale Mandated Procedural Changes 2024”.

  • RECOMMENDATION #3:

    That Council DIRECTS administration to send a copy of the letter addressed to the Ministry of Municipal Affairs referenced in the report dated June 4, 2024 from the Standing Committee on Intergovernmental Affairs titled “Tax Sale Mandated Procedural Changes 2024” to North Central Local Government Association members.

DIRECTOR OF CIVIC OPERATIONS - BLAKE MCINTOSH
  • RECOMMENDATION:

    That Council DIRECTS Administration to work with BC Transit on implementing one of the three following options for a transit service pattern for the 88 Westgate and 89 Hart services:

    1. All trips travel via existing routing (no change from current), via Davis, Foster, and Baker Roads;
    2. All trips route via the proposed routing, via Ospika and Tyner Boulevards; or
    3. Some trips route via the existing routing, while some route via the proposed routing.
  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated June 4, 2024 from the Director of Civic Operations titled "Snow and Ice Control Policy".

  • RECOMMENDATION:

    That Council GIVES FIRST THREE READINGS to "City of Prince George Freedom of Information and Protection of Privacy Bylaw No. 8689, 2015, Amendment Bylaw No. 9481, 2024".

  • RECOMMENDATION #1:

    That Council RECEIVES FOR INFORMATION the report dated June 3, 2024 from the Director of Administrative Services, titled “Addition to Reserve Application – Lheidli T’enneh First Nation”.

  • RECOMMENDATION #2:

    That Council DIRECTS administration to submit a letter, substantially similar to the draft letter attached to the report dated June 3, 2024 from the Director of Administrative Services titled “Addition to Reserve Application – Lheidli T’enneh First Nation” to Indigenous Services Canada in response to their request for a letter of support and technical comments.

  • RECOMMENDATION #3:

    That Council DIRECTS administration to arrange the signing of a Letter of Understanding, substantially similar to the draft as attached to the report dated June 3, 2024 from the Director of Administrative Services titled “Addition to Reserve Application – Lheidli T’enneh First Nation” and begins negotiations with the Lheidli T'enneh First Nation on associated agreements.

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated May 30, 2024 from the Director of Administrative Services, titled "2024 UBCM Direct Submissions and Meeting Planning".

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated May 30, 2024, from the Director of Administrative Services titled "Nuisance Abatement Bylaw Review".
