    That the agenda for the regular meeting of Council scheduled for March 27, 2023, BE ADOPTED.

  • RECOMMENDATION:

    That the minutes of the Regular Council Meeting held March 13, 2023, BE ADOPTED as read on this day and that such minutes as read set out all of the business before Council at that meeting and fully and properly record all of the resolutions passed by Council at that meeting.

  • RECOMMENDATION:

    That Council AMENDS the 2023 Council Meeting Calendar by rescheduling the Regular Council Meeting from May 29, 2023 to May 31, 2023.

  • RECOMMENDATION:

    That Council APPROVES the draft letter to Premier Eby attached to the report dated March 17, 2023 from Mayor Simon Yu titled “Update on Council Resolution to Engage with Provincial Ministries.”

COUNCILLORS BENNETT, KLASSEN, POLILLO, RAMSAY, AND SAMPSON
  • RECOMMENDATION:

    That Council:

    1. INVITES locally elected Provincial (MLAs) and Federal (MPs) officials to collaborate in an informal 'Team PG' information and strategy roundtable intended to strengthen and build a united, multi-jurisdictional approach for tackling local issues and initiatives by information sharing between each other on key initiatives, issues, or opportunities for the City/region;
    2. INVITES Lheidli T'enneh Chief, Council, and senior administrative officials to meet with City Council and senior City Administration for informal meetings intended to continue building on the relations between CoPG and LTN, to share information regarding key initiatives each organization is undergoing, as well as to address and highlight opportunities to advance reconciliation initiatives in Prince George; and
    3. INVITES School Board No. 57 elected and senior administrative officials to meet with City Council and senior City Administration for informal meetings intended to establish and maintain strong relations between the two organizations, and to share information regarding key initiatives each organization is undergoing.

AUTHORIZES Administration to enter a shared cost arrangement with the Province of British Columbia, represented by the Minister of Energy, Mines and Low Carbon Innovation, Energy Decarbonization Branch, for the development of a regional hydrogen hub as described in the report dated March 15, 2023 from the Director of Planning and Development titled “Proposed Funding Agreement – Hydrogen Hub Development”; and
    2. AUTHORIZES the Director of Planning and Development and the Director of Finance and IT Services to sign any necessary funding agreements.

    That Council PERMITS that consideration of Final Reading of proposed Bylaw No. 9370 BE WITHHELD until the following requirements have been met to the satisfaction of Administration:

    1. Receipt of a Servicing Brief;
    2. Receipt of a Traffic Impact Study; and
    3. Registration of Section 218 Statutory Right of Way on the legal title of the South East ¼ of District Lot 2432, Cariboo District, Except Plans 20571, PGP39486, PGP40491 and BCP28538 that grants a right of way to provide the City with access to existing infrastructure on the subject property.

DIRECTOR OF PUBLIC SAFETY - ADAM DAVEY
  • RECOMMENDATION:

    That Council:

    1. SUPPORTS the City submitting a grant application to the Union of British Columbia Municipalities (UBCM) Community Emergency Preparedness Fund – Emergency Operations Centre (EOC) in the amount of twenty-five thousand dollars ($25,000) to support the EOC Training plan for 2023/24 and purchase additional equipment for the EOC; and
    2. AUTHORIZES the City’s Director of Finance and IT Services and Director of Public Safety to sign the grant application and subsequent contract documents should grant approval be received.
