  • RECOMMENDATION:

    That the agenda for the regular meeting of Council scheduled for November 23, 2020 be amended to add:

    • agenda item F.2.1 - a report from the Acting City Manager titled "November 19 Public Health Order: Impacts to City Operations"; and
    • one item of correspondence at agenda items H.1 and H.1.1;

    and that the agenda, BE ADOPTED AS AMENDED.

  • RECOMMENDATION:

    That the attached minutes of the regular Council meeting held November 9, 2020, be adopted as read on this day and that such minutes as read set out all of the business before Council at that meeting and fully and properly record all of the resolutions and bylaws passed and adopted by Council at that meeting.

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated November 10, 2020 from the Acting Deputy City Manager titled “Monthly Building Permit and Development Permit Summary (October 2020)”.

STANDING COMMITTEE ON FINANCE AND AUDIT - COUNCILLOR GARTH FRIZZELL, CHAIR
  • RECOMMENDATION:

    That Council:

    1. AMENDS Sustainable Finance Guideline 8.4 as follows:

    “The unspent amount of funding for an approved capital project may be carried forward to the following year’s Financial Plan, if the project has begun. Every year, unspent capital funds for projects that have not begun will be brought forward to the Standing Committee on Finance and Audit for information and reviewed and considered for carryforward approval by the Senior Leadership Team.”

        2.  AMENDS Sustainable Finance Guideline 14.1 as follows:

    “Budget amendments in a calendar year or transfers equal to the lower of: 5% of the capital project budget, or $100,000 per project, may be approved by the City Manager. If the budget amendments in a calendar year exceed the above totals, subsequent budget amendments must be approved by Council.”

ACTING CITY MANAGER - WALTER BABICZ
  • RECOMMENDATION:

    That Council DESIGNATES, as “municipal employees” under the Financial Disclosure Act, the positions identified in Schedule “A” attached to the report dated November 13, 2020 from the Acting City Manager titled “Designation of Municipal Employees under the Financial Disclosure Act.”

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated November 20, 2020 titled “November 19 Public Health Order: Impacts to City Operations,” from the Acting City Manager.

ACTING DEPUTY CITY MANAGER - IAN WELLS
  • RECOMMENDATION:

    That Council:

    1. APPROVES the Prince George Kin Centre Arenas Chiller Replacement project to be added to the 2021 – 2025 Financial Plan having a total project cost of $4,450,000 with funding sources of $3,259,519 third party funding and $1,185,482 from the Carbon Tax Reserve Fund;
    2. APPROVES the City of Prince George submitting a grant funding application for the Kin Centre Arenas Chiller Replacement project through the Investing in Canada Infrastructure Program – Green Infrastructure: Climate Change Mitigation Sub-Stream CleanBC Communities Fund; and
    3. AUTHORIZES the City of Prince George Financial Officer and Acting City Manager to sign grant application documents and any resulting contract documents should grant approval be received.

    2. CONFIRMS the methods used to gather the views of potentially affected property owners were in accordance with section 4: Public Consultation of the City of Prince George Liquor and Cannabis Licensing Policy and that the views of affected residents are as summarized in the minutes of the Council Meeting held on November 23, 2020; and
    3. SUPPORTS the approval of the Liquor Licence Application to allow the relocation of Spruceland 10th Avenue Liquor Store located at 1073 Central Street subject to the adoption of “City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 9074, 2019”, for the following reasons:

    This application is not expected to have a negative impact on the community or produce any significant negative land use impacts on adjacent properties.

    That there being no further business the Regular Meeting of Council, BE ADJOURNED.
